According to the report, the review detected more than 30,000 cases in which deceased individuals were listed as active beneficiaries or may have continued receiving rental assistance payments after their deaths.

These cases were identified across all 50 states, prompting federal authorities to launch a broader investigation to determine the full scope of the issue. The findings resulted from an automated process that cross-referenced U.S. Treasury databases with HUD’s internal records. This data comparison allowed the department to identify potential inconsistencies related to eligibility verification and beneficiary monitoring within rental assistance programs. In addition to cases involving deceased recipients, the report also highlighted payments that may have been issued without complete verification of certain beneficiaries’ eligibility status.

These observations underscored the need to strengthen oversight mechanisms and internal controls governing the distribution of federal housing assistance. During Fiscal Year 2024, HUD distributed approximately $50 billion in federal rental assistance to non-federal entities nationwide. A portion of these funds has been classified as potentially problematic and remains under review, though no official determination of fraud or criminal misconduct has been confirmed at this stage.

HUD officials stated that investigations will continue in order to verify the findings and determine whether funding should be paused, revoked, or subjected to administrative or legal action. The department emphasized its commitment to reinforcing program integrity and ensuring that taxpayer-funded assistance reaches the individuals and communities it is intended to serve.
