During a summit held in Paris, French President Emmanuel Macron announced that 26 countries have agreed to provide security guarantees to Ukraine once hostilities end, through a multinational force operating by land, sea, and air, referred to as a “reassurance” force. This initiative does not imply an immediate deployment in the combat zone, but rather a deterrent mechanism to prevent future Russian aggression.
Some countries have committed to deploying troops, while others will provide support through training and military equipment, adapting their contributions to their capacity and willingness. Ukrainian President Volodymyr Zelenskyy described this declaration as a decisive step toward lasting peace. Although the United States will not participate directly with troops on the ground, President Trump expressed his support for the initiative, particularly in terms of air and intelligence capabilities, which are key to its effective implementation.
This coalition, referred to as the “Coalition of Volunteers,” has also served to coordinate economic sanctions and joint international pressure against Russia, with the goal of strengthening peace negotiations and securing Ukraine’s territorial integrity. In this context, some nations such as Germany, Spain, and Italy expressed reservations about deploying military personnel, while France and the United Kingdom positioned themselves as leaders willing to contribute on the ground.
Additionally, countries such as Bulgaria are considering participation through naval patrols in the Black Sea and by forming regional security pacts with neighbors such as Romania and Turkey. In this scenario, European unity emerges as a central factor; leaders such as Ursula von der Leyen and other representatives emphasized the importance of reinforcing Ukraine’s Armed Forces and consolidating effective collective defense against future threats.
