The analysis further notes the increase in hybrid activities—such as cyberattacks, sabotage, and airspace violations—that blur the line between war and peace and demand closer coordination between civilian and military sectors, similar to the dynamics of the Cold War era. Yet the feasibility of the plan faces significant obstacles rooted in Germany’s aging infrastructure.

Many bridges, tunnels, and highways are not capable of supporting the weight or volume of modern military convoys, and several key northern ports would require multibillion-dollar expansions to meet NATO’s logistical demands.
