
Italy is set to make history in commercial aviation this Tuesday with the launch of a new regulation that will allow dogs weighing more than ten kilograms to travel in the passenger cabin alongside their owners. The initiative, announced by the Ministry of Transport in Rome, aims to improve animal welfare and respond to the growing demand from pet owners. The first flight under the new rules will take place on an ITA Airways aircraft operating the busy Milan–Rome route.
Until now, regulations had been restrictive: only small dogs and cats weighing between seven and ten kilograms, including their carrier, were permitted in the cabin. Larger pets were required to travel in the cargo hold, a practice that many owners sought to avoid due to concerns about their animals’ safety, stress, or exposure to unfavorable conditions. The only exception had been service dogs, which were always allowed to accompany their handlers in the cabin.
With the new policy, Italy becomes one of the first European countries to allow large dogs to fly in the passenger cabin, albeit under clear conditions. Animals must remain inside an approved carrier throughout the flight. For smaller dogs, the carrier must continue to fit in the passenger’s foot space, while for larger dogs the carrier will occupy a regular seat and can be secured with a seatbelt, ensuring both passenger and animal safety.
Animal welfare organizations have welcomed the decision, describing it as a major step forward that reduces the risks previously associated with transporting pets in the cargo hold, where noise, temperature, and pressure fluctuations often created stressful environments. ITA Airways emphasized that this pilot initiative on the Milan–Rome route could gradually be extended to other domestic and international flights if it proves successful.
For many pet owners, this is a long-awaited measure that provides peace of mind and strengthens the emotional bond with their animals while traveling. Tourism experts also suggest that the decision could help position Italy as a leader in pet-friendly travel within Europe, attracting travelers who consider their pets an inseparable part of their family.
With this groundbreaking move, Italy is not only offering new opportunities for animal lovers but is also sending a message to the world: air travel can evolve to become more inclusive and respectful of the well-being of all passengers, including those with four legs.
