
The FBI has confirmed that China has stopped exporting the key chemical ingredients used to manufacture fentanyl to the United States, marking a significant step in a bilateral agreement aimed at curbing the spread of the world’s deadliest synthetic opioid. According to FBI Director Kash Patel, the Chinese government has added all 13 essential precursor substances for fentanyl production to a strict regulatory list, effectively blocking their shipment to clandestine laboratories that supply the U.S. market.
Patel explained that the measure is part of a direct understanding reached between the administration of President Donald Trump and China’s leadership, the result of months of negotiations in the midst of a crisis that claims tens of thousands of American lives every year. The decision follows Patel’s official visit to Beijing last week, a trip that came after last month’s meeting between Trump and Chinese President Xi Jinping in South Korea.
According to the FBI, the talks produced a concrete commitment from China to “shut down the flow” of precursor chemicals that end up in the hands of criminal organizations operating in the global fentanyl trade. Although China’s embassy in Washington has not issued a public statement, the inclusion of the 13 ingredients in the controlled substances list represents a major shift from Beijing’s previous position, as Chinese authorities had long denied responsibility in the international production chain.
Washington views the move as a necessary step toward reducing the availability of fentanyl in the United States, while warning that enforcement will require close monitoring. U.S. officials caution that even with the main precursors blocked, criminal networks may attempt to switch to alternative chemicals or shift part of the production to third countries. Still, the Trump administration argues that the agreement with China marks one of the most serious efforts to date to address the chemical root of the crisis and sends a clear signal of cooperation on an issue that has strained bilateral relations for years.
