A corruption scandal surrounding the state-owned nuclear energy company Energoatom has reached the highest levels of Ukraine’s government. On Tuesday, the National Anti-Corruption Bureau (NABU) filed formal charges against seven suspects, including Justice Minister Herman Halushchenko.

Authorities allege that the scheme involved the misappropriation of more than 100 million U.S. dollars (approximately 86 million euros). Five suspects have been arrested, while the alleged mastermind — a former business associate of President Volodymyr Zelensky — is reported to have left the country prior to the indictments. Other defendants include a former adviser to the Minister of Energy and the head of Energoatom’s security division.

Political Influence and Government Response

According to the investigation, the main suspect is believed to have influenced state decisions from his apartment in Kyiv’s government district, using his network to advance personal and financial interests. In response to the scandal, Prime Minister Yulia Svyrydenko announced that she had dismissed Energoatom’s supervisory board, which had allegedly been pressured to authorize illicit payments. The company is now undergoing a comprehensive audit of its operations and contracts.

A Test for Transparency

The case represents one of Ukraine’s most serious anti-corruption challenges since the start of the war and poses a major test for the government’s transparency efforts amid continued international support. Observers note that the outcome of this investigation will be crucial for Ukraine’s institutional credibility in the eyes of the global community.
